EPA’s latest Renewable Fuel Standard (RFS) proposal is already the largest and most expensive in history — set to cost Americans well over $150 billion over the next two years. And sadly, those costs could climb even further if EPA expands the mandate under the guise of “reallocation.”

Reallocation would shift the cost of small refinery waivers, issued in previous years, onto the forward-looking 2026-2027 RFS bill. That means all refineries and American consumers would be made to pay several billion dollars MORE to pick up the tab for earlier red tape relief. It would like your neighbor claiming a tax deduction one year and the IRS showing up at your doorstep with the bill for their deduction the following year.

The better way to handle RFS relief is by addressing the larger costs of the program. EPA could cut the 2026-2027 RFS bill by more than half without lowering the overall mandate (meaning, without reducing any actual biofuel blending). Lower costs would make it so a lot fewer facilities need relief in the first place.
