Obviously the answer is C, followed closely by D.
And though we may never understand or change the tortured minds of the Halloween pencil passer-outers, we do have a real opportunity to change EPA’s course on the Renewable Fuel Standard (RFS).
Some refineries spend more on RFS regulatory credits than they do on company payroll and utilities.
